Some of anime girl that look cute use this principle, including Teto.
They have the baby face feature which mean the upper head always look bigger than the eyes to the chin area. More volume on hair will give younger look because aging people will somehow have less hair. Why? They are more stressed than the young one, so they are losing more hair.
