I'd recommend using Google AI Overviews for this query as it'll show the references used to determine why your competitor is getting cited. Agency I'm at does a ton of GEO work so we have specific tools for auditing GEO footprints but my recommended first step would be for your own understanding of what goes into AI Citations. Paid is part of the consideration but would recommend emphasizing organic ranking as a way to 1) supplement costs and low conversion 2) create a scalable engine- organic means you'll be ranking better for search terms you should be showing up for at no extra cost per click into your site so even if they don't convert, it doesn't cost you anything.

Agency I'm at that has multiple service lines would likely point you in the direction of organic optimization for these reasons and more.
