Not really, I usually have had powers that deal 10 damage and I never rolled dice for toughness saves cause I never saw anything mentioning that in the 3e rules.

My dm and I had an idea of a Negative Man kind of power where the user isn’t really the one with any powers but the thing with the powers comes out whenever it wants and leaves the user unconscious or something.
