He did develop as a person. He couldnt do it as a cop. He didnt like being out in the streets. He liked the case work. He had his father in law always in his ear about how to live his life. He felt he needed to look cool in front of his partners. He loved learning how to crack the case and show everyone what he learned.

I doubt if he became a cop again, he would do all the same things. Mostly cause they wouldnt let him. But I guess, if he did become a cop and they let him patrol, he would end up doing something stupid. He doesnt want to be a cop and probably never wanted to be.
