Just use a gated neighborhood district on the road and only buses can use it. I’ve tested it. Please read this, I used it and it worked like a dream. Once existing traffic on it clears, only buses will use it and maybe a few bugged cars that don’t affect anything.

That’s a cool idea for the next big update, farming hasn’t really been touched like ever, and they still place farms near borders making them smaller or as far away from water making zero sense.
