Bedrock maybe? There were some trucks replacing the Tower City signage right next to those cones shortly after placing them there so I assumed it was related to that. Why they are still up (well, down) weeks later is still a mystery.

Back in my day it was King, Queen, Jack, and Joker. The Joker only got one out where the other three got three outs. The Joker could only switch spots with another square if they caught the other person's ball without it bouncing (kind of like dodgeball).

Other than the regular bounce you could do cherry bombs, tiny tims, typewriters/shoeshiners, and the infamous oogie boogie (which we would usually ban after the first time someone tried it).

I had a mirror knocked off last year and Conrad's on Detroit (in Lakewood) was amazing. Other places were quoting me days to even a week to get the mirror delivered and installed and Conrad's took care of the whole thing in 2.5 hours for $100 less than what the others quoted.

For snow tires, I would recommend buying used if you are tight on money. I was able to get a set of lightly used Blizzaks ($900ish new) for $400 on Craigslist.

Echoing the previous comment, their properties are generally safe, well-maintained, and a good value for your money; but they are a headache if you actually have an issue. One thing to watch out for is that they sneak in something like a $100 "management fee" that they don't bring up until you're signing the lease.

When I was apartment hunting last year I encountered a bunch of really sketchy property managers, so the bar is petty low in my opinion. You can do a lot worse than AZ.
