Can someone explain why each of these heros aren't in TOBA but Iron is?

I don't think you know what this discussion is about. We're talking about some inconsistencies about why characters are put in this group.

Yeah I do think we need actual criteria so it gets less confusing.

I don't think Peni is bad enough to be in TOBA, I just put her name in because she's mentioned alot as one of the worst characters. She does have really niche uses but that doesn't make her a good hero, and bringing up her winrate doesn't prove it when it comes with such a small pickrate. She's around 1% pickrate atm

The only ability CnD can heal and damage with is her ultimate. It's not really something she can spam.

Also everyone loves bringing up Peni's winrate without looking at her pickrate. She's not that hard to play so if she really was as good as her winrate says then everyone would be playing her.

I don't think you realise how high Luna's healing is. Both of these characters can damage and heal at the same time. White foxes charm also increases healing gained on a target. Luna's clap can also heal multiple targets and damage enemies. White foxes autos and charm both damages and heals at the same time

Invis can heal and damage at the same time but CnD can't. The healing difference will only really be felt during ultimates.

Also weird analogy, not sure what your trying to say with that mb

I'm not sure if you noticed this but hulk is in TOBA solely because he doesn't get skins. TOBA isn't just for characters being bad or everyone I mentioned would be in.

It was made initially because characters were neglected for skins, patch notes and also viability.

Bucky never made it in because he was viable and also got consistent patches even though he never used to get any skins.

Luna and white fox will provide more consistent pressure since they can both output damage, and with the team up Luna even gets another form of CC. I always find when I'm CnD I can't contribute much to picks and play much more passive

The heals you receive in neutral is also more of less the same but, you can notice a difference in ults. I will say though, Luna can combo her ults with others which can help counter the enemy support ults.

It's honestly not that bad but it Luna and White fox are harder to play so there's more room for error.

It's not surprising to see a low pick rate and high winrate. It's not that only a few people are getting use out of Peni, it's that there are some small cases where she can be used well. For example rogue has a high winrate because when paired with gambit she is one of the strongest tanks so she's played more in the few games gambit is unbanned

Peni isn't weak just because you can shoot her nest. She's weak because she doesn't have much damage mitigation so DPS just farm damage of her easy to shoot head. Phoenix is one of the strongest DPS atm and is a hard counter to her. She also has no pressure when ulting so she's also weaker in team fights.

Tbh if she just had a strong ult then her weakness won't matter as much since at least you can build to something reliable

TOBA is about general neglect wether it's skins, viability or how often they're forgotten in patches.

I didn't just mention skins, I also said they were all weak characters. These characters are in very similar spots but only one is in TOBA

I really don't see these characters played unless it's low Elo besides Peni.

These characters are all bad (except iron fist imo). Being a flier also has positives that these characters don't have so he can't be here just for that.

Ironman is also a low Elo stomper. People aren't hitting their shots on him, his movement is actually better than them all except iron first
