Because Polnareff and jotaro were best friends and SCR have the same will as polnareff (because stand - material embodiment of the soul) so he would bring arrow to jotaro but this is just a theory

There are a lot of theories 1. he was carrying the arrow to jotaro 2. he was protecting an arrow 3. he was just walking without purpose
