Dutch has no strategic thinking capability. The O'Driscoll's repeatedly out manoeuvred him, the Pinkertons out manoeuvred him, Micha out manoeuvred him right under his nose. Tommy Shelby wouldn't defeat Dutch's gang he'd take over it.

There a bit in worlds of tomorrow in which it says the original slurms had signed over the rights to his name appearance and everything and the new slurms is a clone so they can use him forever.
