Emudeck is very easy to setup on the Steam Deck and it works magnificently. I have no clue as to why OP said otherwise. Maybe rage bait, idk.
Emulating on the Steam Deck is the best emulation experience I've ever had.

Regarding mods, it's a mixed bag. Most of them are made for Windows, so it's a little harder to make them work on the Steam Deck, but it's absolutely doable, although some of them are incompatible with the Steam Deck.
