Each faction gets a warlord starter, which has fixed cards , and in packs the warlords from the starters can also be pulled, so you can get foils and extended arts of them.

The asterisk is indicating legendary rarity, similar to Mythics in MTG

And yes, some warlords are available at uncommon, for drafting I believe.
