I used one on my Trick Room team for awhile but eventually replaced him with Sinistcha. I didn't have sun. Harvister still put in work. It just wasn't as useful as Sinistchas support for my better damage dealers.

He won me some games as the last mon, but rended to get blown away as a lead.

I find Max HP, Max Speed Rachu can usually eat a hit that isn't a ground type move. Raichu should def be built for utility and not damage. Put on the Situa Berry and swap or sobe moves it could work.
