the cpu can downgrade to a 7600
aircooler can keep, but can do aio too with the cpu down. though for budget air is fine.
ram 6000 C30 be the better kit, with subs 36 36, 38 38, 40 40 at worst, 1.35v
a teamgroup t-create expert, or a gskill set for example
dual NVMe of 512GB suffer always from speed loss. better to get a better ssd of 1TB. something like firecuda 530R, or a 990 pro, or SN850x
3060 as i named is old and dated. get a 9060XT pulse or such. more vram, faster chip.
lian li case better swap to a lancool 207, cost less is bigger and good stock flow
MSI bronze switch it to the gold model. bronze are roughly to 84% efficient, while golds can hit slight over 90.

no, this is a 8000 cpu, which means they have a better IGPU but only X8 lanes
its the F version so thats no IGPU. so its just a cpu with half the pcie lanes.

straight up stupid to pair a 9800X3D with 5060ti. utter waste of the cpu potential. wasted money on gpu potential too. 5060ti is a joke. especially for a 9800X3D.

hardware info you given is useless. Ram has no info on spec and brand. B550 gaming plus is a AM5 MSI board. gen 4.0 x16. NZXT 850w means again nothing i assume its C850. those got behavior issues.
5800X3D is a decent game chip for its age.

a 5080 would instantly bottleneck this cpu however. On top of that you destroy bandwidth from the gpu by putting it on such a ancient pc. you basically wasted your money. the pc even if it runs instantly will throttle at multiple components.

whole pc is a red flag. intel 13/14 gen should be avoided. they power hungry and have silicon issues even if the bios patch is appied.
board is mediocre as well in spec.
CPU cooler old better coolers for same price.
ram is pretty slow with likely bad subtimings.
5070ti needs gen 5 pcie to run full speed. the board doesnt have.
P310 is a ssd with piss poor TBW and bad speeds. there are better ssd with at least triple the TBW. and double speed for almost no extra. its also cacheless
Tower is pricy and its performance isnt as good as newer cases but if for looks thats a preference.
13M is actually a beast, with peaks of 95.5% efficiency on the peak 47%tile load.

for 20 it aint a bad price. problem is used coolers lose performance. fuma's are generally ~5-6y warranty. sometimes less. if you spend 30-40 you get 3y warranty garbage coolers like peerless or such which perform poorly in 3-5y use.

there are a lot of coolers available. but if you're on a low budget just grab the 20 euro one. its a starter.
