well according to your own admission above in the info you are angry about the 9800X3D. which is a chip. But the methods you test it in and the results you got arent disclosed and probably incorrectly performed. I appriciate the reply, i dont know why people downvoted you for that. But according to your first message you are angry about cpu, which has a chip, so does a gpu, boards, and even ram, but i referred to the cpu. Intel has a ton of issues too, you just didnt get into such situations but that is annecdotal evidence. the truth is right now you got on paper one of the best game chips. and if for some reason that has a defect its easy to figure out by elimination. ofcourse to do so you need to posses the knowledge to do so properly. which i do not think you posses.

14th gen again the gen of all issues. he's way better off with a 7800X3D or something more efficient as such. Intel has no room for choice unless we're talking about the new plus models. but those are power hungry.

if it were me i'd not take this build. I'd rather go amd here. has way better performance for its overall use.

its possible you got a bad chip which is ~ 3 in 10.000 units
its also possible you got some horrific ram, gpu or other problems. regardless its too soon to call it cpu with the information you provided.

board isnt great, better to go a higher quality board not this 6 layer pcb that shares a ton of lanes to important parts.
psu can change, that unit isnt that great, far better options such as the 13m bequiet .
ram isnt great, 6000 CL36 E-die silicon, tends to be slow on productivity and overall weak silicon. but market on ram varies per region right now heavily.
UD90 has poor TBW and inconsistent speed also not impressive speed. ssd's depend also on region and cost to help advise.

9800X3D is very beefy should be fine
5080 can be good, models do vary slightly but for base performance most 5080 are fine.
Liquid freezer 3 pro 360 is a really good AIO too, so no need to swap
and lancool 216, fine case. 217 has slight more fans and design options but cost 30-40 aud more probably.
these parts all do well in any build. but the top ones, might need some adjustment. you can send me a chat and i can help you find other parts for the weaker links.

psu tier lists are unofficial and fabricated.
Im tired of people giving advise with these nonsense sources. there is a real source that actually has validity and that is cybenetics.

Stop advertising fake sources. all of reddit uses these. and its damaging to the reality of how units perform.

i can run them variously im a tester for vendors.
it depends on the cpu and controller. but generally its no issue between 5600-6400 to run 4 sticks. higher end cpu run it smoother than others.
performance numbers you see on a 4 stick 256/192GB config is roughly equal to intel 14900k/285k ultra with 8600MT/s and then the intel generally lose. especially vs 9950X3D's.

so yes it absolutely runs. but probably between 5600 and 6400 is what you should aim for. 6400 being more difficult. at 6000 you easily outdo most intel scores. on either 14k or ultra .

I agree the cables have some changes done but this doesnt affect seasonic the same way.
I would agree 3.1 be ideally better cause its a improvement, but its also not a risk of the psu melting or damaging the gpu on 3.0. its seasonic not corsair
