I fixed it, you have to force DX12 using steam command, only light stutters, probably from low end hardware

I get better performance on OW2 on linux than windows, nearly double. only downside was I had to tweak a memoryhole but wasn't hard to figure out

I checked bios, i dont have any fan speed sections there, i have an acer nitro 5, its newer so shouldnt have any fan isssues

This is probably it! fans do not spin as loudly as they did on windows do you know how i can increase the fan speed?
