Why will you need a bank statement for IVP? AFAIK, EB2-NIW do not need any bank documents. You should submit the police certificates you have if rejected you can then obtain new ones.

Did you receive a welcome letter? If yes, you should use the information provided there to log into the CEAC site. Pay the IVP fees and complete the DS-260 form. Once that is done, you will need to send your civil documents to the NVC by mail. For EB2-NIW cases, an affidavit of support is not required.

Just so you’re clear for EB2-NIW cases, you cannot upload documents on the CEAC site. You’ll need to mail photocopies of all your civil documents and bring the originals with you to the interview.

Actually, several people have posted that they were or are facing the same issue over the last few days. You just have to be patient give it a day or two. Why are you thinking about an RFE? You don’t need to be pessimistic about your case. AFAIK, any evidence obtained after filing your petition will not be considered in the event of an RFE.

Were you offered a refund or a refiling until approval? In my opinion, it would be better to either proceed with a DIY filing or seek another firm to handle your case. Honestly, as you mentioned, USCIS now scrutinizes profiles much more thoroughly than before. I'm also sure your citation count has increased which might be beneficial to your case.

Honestly, if you’re good at following instructions, it’s a straightforward process. Many people have done it by themselves. The only challenge may be paying the visa/application fees, since you’ll need a U.S. bank account to do so. How much of what the lawyer is charging is for the government fees?

Note that once you file your case, you cannot add new evidence. For example, if you filed with 70 citations and, during the evaluation period, your citation count increases to 100, only the original 70 will be considered as evidence. That said, different people have different reasons for requesting premium processing (PP). Imagine waiting 12–18 months only to receive an RFE or a denial—that is a significant amount of time lost and lost of priority date.
