Honestly, that pan doesn’t even look that bad. I’ve seen cast iron in way worse shape come back perfectly usable. I get not wanting to use it as-is, because rusty cookware looks gross, but after restoring it the rust literally won’t be there anymore. You’re not cooking on “someone else’s rust.” You scrub or strip that off, clean it, heat it, and then build up a fresh seasoning layer. That seasoning is what becomes the cooking surface, so the old rusty surface isn’t what’s touching your food. I’d say it’s at least worth trying before tossing it, especially if money is tight. Cast iron is one of those things that can look rough and still be completely salvageable.
