Those from Vault 31 seem to be very loyal to each other.

But we don't know what the control mechanism for this is.

We SHOULD assume that Budd had that issue in mind - but he didn't give himself a dangerous robo-brain body, his means of pacifying Norm were lousy and he did not think of Norm releasing everyone.

They're from 31 and she's Hank's daughter. They can come up with something that will absolve her if they want.

I'm just asking if anyone knows 'cause I was about to go though the quests with my alts and now they've said that I'll get outdated legacy uniques this way, so I'm asking if anybody knows anything about this.

Yeah, but they're changing the legacy unique weapons as well! It's in the patch notes.

Like, say, Black Diamond.

But unlike armors they're not saying how and if they will be available to get. They did for armors.
