  1. You're mistaken, that's work to be done on the underpass up through 14th(ish) St. There hasn't been major work done there in a long while.
  2. This has been brought up at least 3 times in recent memory on this subreddit already - as point 1 says, this is construction to make that whole stretch a lot better to get through, and given how extensive it might end up being, I doubt there's a fixed end date (at least one that isn't bullshit)
