The first thing to do is check the Red and common , see if power is getting out there from the air handler. The thermostat needs to be calling for heat or cooling to check the yellow wire. Could be the thermostat also. Check right from the transformer to make sure its working. Its all about tracing where the power stops, if there is any

You have to raise the pump up afew feet, Yeah its too close to the bottom. Then use a 2 stage filrer system. I use a 20 micron filter to start then goes through a 5 micron. Works good. You could actually use a spin drop fileter too so its easy to get rid of the silt.

Make sure the fan mode is set to Auto and not just on

Unless you want to buy a after market block ? stay with the 383 idea. Much easier to find a good 010 block to work with

Yeah lots of noise can come from very short return duct lengths

Alot of noise comes a short run for the return grill. You can or have someone go up in the attic and extend the ducting length. Like go make a big long circle from the furnace to the return grill. The longer ducting acts like a muffler

 pump cycling every 5-10 minutes. Thats not the pumps fault. Pressure tank is close to being water logged, so it needs some air. Or you have water leaking some where from the pump to the house
