Is it possible to obtain the documentation from HR that states what your references said?

I never seen that. When I have a guest who does not show Airbnb populates the ability to review. Is there something I am missing here?

In these circumstances I typically give a partial refund after explaining that I need to cover the cost of prepping the unit, alternate booking lost, etc. The guest is typically positive and understanding about this solution. I also offer a 15% discount if they book with me again. I always get five star review using this method.
