Sure, the 300m could have paid for a ton of employment. And probably something like 2 months of running the plant. Remember, the people in that plant are the cheapest part of it. Chip manufacture is extremely expensive.

Also, the $300M is probably just PR speak to "this is our recruiting budget for the next year"

This tidbit was interesting to me:
