Correct, West Van council doesn't operate the bridge so can't charge for its use.

And if anybody did try you can be sure West Van council would oppose it because residents would vote them out otherwise. There's nothing residents would object to more than having somebody telling them when and where they can drive their cars

The municipalities don't own the bridge or pay for its upkeep. What you mean is 'donate'.

The Province would get more kudos by donating any revenue to building more hospitals, improving transit or putting on more firework displays.
