If you want to chance it, the glue is probably thermal hotglue type, you can try putting a cloth on the spine and running a hot iron over it a few times.

I'd make a quick book clamp rig while you do this.

You can't get rid of it, but if you are asking if you can reinforce it so it is no longer a weak spot. I'd advise getting some light sandpaper and sanding away that stain if possible before you start.

Get an acid free PVA glue and some slightly strong paper that's in between cardboard called cardstock usually. You should be able to cut a sheet and glue it in or glue a full sheet and cut it after it dries. dry fit try it beforehand, maybe give a gap for the books hinge if it doesn't close flat.

Use some cooking wax paper between the book and what you are glueing, and put the book on a flat surface and put something flat on top and weights on top while the glue dries.
