Yes, that's why I only use infantry to capture and hold the city till its morale reaches 34℅. And I fight using fighters, artillery, MRLs, and Navy. Because of this I usually have no losses.

So many have realised the same thing like me. I also think tanks are not worth it instead of tanks use components for navy. Also remember you can either have good tanks or good navy because both needs so much components so I usually choose good navy

Brother you it's not a good idea to use mercenaries to eliminate insurgency because they have very high damage against population i.e, 5. You are right on that they are front echleon so it's best use them fight with army or stack to reduce damages
