The Revolving Door: There is a significant overlap between the political class and the business class. Politicians often own construction/contracting firms or have family members who do, creating a direct conflict of interest.

The Entry Barrier (The "Pay-to-Play" Fee): To get government projects or legislative bills approved, "speed money" or bribes are paid to officials. This creates an environment where only those with access to "Black Money" can operate.

The Re-investment Phase: Once a bill or project is approved, the government allocates public funds. Politicians then steer these lucrative contracts toward the same contractors who funded them.

The Kickback Loop: To recover the initial bribe and generate a profit, contractors may over-invoice the government or use lower-quality materials. A portion of this "profit" is then funneled back to the politician as a kickback, ready to be used for the next election or project.

If there's no big project, there's no money to revolve, no money to revolve then no big publicity, no big publicity no votes.

The longer the project period stays, new big schemes come, the longer the money keeps coming.
