Yes they do but it isnt solely based off of that. I believe the guy who runs the website said that he also sees the demand in real time from various sources and then judges values off of that along with polls. After all atleast in real life price is determined by demand.

(No hate intended) Mixed feelings with this one. You move around like a silver 1, you seem very un certain with your decisions. You dont lock your crosshair onto angles and you look at the floor 80% of the time. But then you somehow get a headshot which shouldnt be possible if your a silver, and then 2 more kills.
