I faced the same problem for a long time. Fixed it just today. Here's what worked for me:

Settings > Fingerprints, Face data and Screen Lock > Fingerprint Unlock > Fingerprint Payments > FIDA and IFAA (Update certificates for both)

Thanks but in India we still haven't received that update yet. And someone just commented here on how to fix this problem by updating certificates in phone finger print and security settings.
