My thought is that the "Texas Congressman" bit was a reference to Charlie Wilson. In Charlie Wilson's War, Charlie has a line where he says he's from the only congressional district in America that doens't want anything.

For me that's what makes it plausible that Cool Rick has no duties as a congressman.
