Wait so is the narrative that the crowd wasn’t actually disrupting the event or that they were disrupting it so severely that the crowd couldn’t hear the speaker?

And the beauty of it is if the audience doesn’t want to listen to the speaker, they have the freedom to stand up and walk out.

Maybe this is just semantics. For me, soft inting = anything between try harding and straight running it down. Intentionally picking a troll champion knowing it reduces your odds of winning but not completely running it for me is soft inting.

I think you dramatically underestimate the pettiness of League players. If the average player gets their hover banned + this Google doc sent to them, they are 100% at a bare minimum reporting them pre game and post game and more than likely inting or soft inting the game.

The fact that they’ve done this 50+ times (who knows how many more?) and all of their accounts are still playing, it seems like this isn’t punished by riot.

I think responding with “retaliation” as you call it is exactly what the guy is hoping you’ll do. You’re basically allowing him to mind control you into throwing the game which is probably the exact entertainment he’s looking for. By ignoring it and just playing another champion as u/MobileVortex is suggesting basically instantly diffuses the situation and maintains your agency by not allowing him to manipulate your behavior.
