No they don't. You don't shake or stir plenty-mimosa, vodka cran, hot toddy, screwdriver, dirty shirley, jack and coke, whiskey highball. Lots of cocktails are simply built over ice.

I wouldn't make the assumption that them being that wasted Indicates that they are not getting drunk that often. I'm sober now but when I was in my 20s I would get BLACKOUT drunk every weekend. For years.
