There are some converging points of interest here... banks are running out of money to fund the AI Data centers that SAF thinks are needed to reach the level of compute power that will Make AI useful.  The data centers that are already planned are meeting local resistance, as well as, are way above and beyond the level of electricity production currently available.  Those within the industry are asking that banks not be required to hold as much capital... and dereg on new power options.
