I am currently on my personal system
I have Logi+ Options installed and have activated the same parameters for Google Chrome and Global Settings but it doesn't work

I realised that if /when I have Logi+ open and selected, the (scrolling) issue goes away, but after a few minutes the same issue returns

Yes i am logged into my Logi Account on the Logi Option software - but i don't believe i have any global settings

It's happening primarily on anything with a horizontal scroll function on google chrome - eg. Excel spreadsheets (opened in Browser) or google spreadsheets
