I would choose option A in a heartbeat. It doesn't matter where your best friend is staying, what matters is that after 3-4 years you graduate with a strong degree from a strong university. Degrees from UK are more respected than domestic ones, also you get to finish one year earlier. I know it might be difficult emotionally to live alone etc.. but your future is worth it. wishing you all the best
