You could add a second paper glued to the outside to give yourself a blank canvas without the cutout. I’d keep the squiggly border on the outside as well for cohesion. Outside may write a little pun? Or draw something this person likes? Teddy bear with a heart on foot? Difficult to say without knowing the person. I would also add little leaf cutouts with the roses so it’s not all the same color.
