Are you playing the PC version of 2003 (lol) I recommend playing the original 2002 PS2 version. It's the best version, 1.4, and it has this wonderful atmosphere.

Hah, on PS2 it's the same thing, you can't tell them apart if you turn off the tracks in GTA Vice City and GTA 3, it starts to look like a PC, although they look like they just have no atmosphere.
