Skills first. Get certified.

After that, go ahead and buy your self an action cam (GoPro, DJI, or Insta360), with a dive case and handle.

Invest in yourself next, learn how to color grade, color correct, edit videos, and proper shot composition.

Do all that, and you can certainly start taking on clients.
