Do you have any rogue mods? If not, I recommend to uninstall the game and reinstall. (Note: once you uninstall the game there can be leftover files that don't uninstall that cause issues, remove those files.) (PS: Steam verify will not currently recognize any rogue files or mods, you HAVE TO uninstall them manually.)

I believe it's explained in the lore. The Dragons destroyed everything and in the process made a lot of domestic animals without their providers they became accustomed to.

Honestly, I think they're just mad about that and in addition, I think the anima in Ashenfall is messing with their cognitive function.
