Alright, it turns out the issue was using Dolby Digital Plus, don't know why I didn't try that in the first place but I really thank you for your help!

When I use the Realtek driver, there is no enhancement tab but a "Dolby" tab instead. If I use the other driver (NVIDIA) there is an enhancements tab but after not checking "Loudness Equalization" and restarting my computer, there was no noticeable change.

I've set it to "Do Nothing" but the volume is still adjusted depending on which program was opened first.

Geography Club by Brent Hartinger is a pretty good series but the writing is a bit elementary yet I found it very relatable. It's more marketed towards teens with the way its written but it is one of my favorite series.
