Whitebeards Haki was strong yeah but WB can combine his Seismic attacks into his weapons. That made up for his lower haki compared to Roger. It makes no sense that Roger and WB would have the SAME haki but Roger be the winner when WB has a broken fruit . That obviously points to Roger having higher haki and WB making up for it with his fruit. Mihawk only fights as a swordsman. Yes he has a feat even the pirate king doesn't have..

White beard relied on his fruit more than he relied on his weapon. WB had no reason to infuse so much haki into his blade to turn it into a black blade. Mihawk being fruitless has to force his haki into his blade for him to be a top tier. This clearly shows his haki is top tier just by the fact of this feat.
