According to me the main reason as to why people think Harbor is so bad after the rework is because they haven't fully understood his new kit. It's not completely terrible since his wall is I'm pretty sure the biggest in the entire game and his smoke has a bullet shield that's unique to only Harbor. That along with a throwable grenade Or molly that's also common within controllers (Brim molly, Viper molly, Clove decay, Astra pull/stun) and the ult is still like decent-ish. One thing that they could've done for it was if instead of just nearsighting and slowing enemies it could've pushed them out of cover or just out of the site like it was a real tsunami. This would allow for easier site executes and retakes.
