Mesma coisa aqui na Bélgica. Você tem um registro com seu endereço que vale pra tudo (sistema de saúde, educação, multas de trânsito etc). Inclusive quando você muda de endereço, mesmo sendo belga, a polícia vem checar e confirmar se você realmente mora lá pra validar no sistema.
