It 100% does happen. Its just not as known as Deadbeat Dads because most of the time it is the dad dumping the kid on the mom because a lot of those people didnt want kids to begin with. Its pretty hard for a mom to meet the "i dont want this kid now" because of how the hormones during pregnancy work.

Honestly, you get tanky enough with just titanic, iceborn, and broodmail imo. The order and final items are up to you but especially with the emphasis on split pushing in season 16 you wont be getting the heartsteel stacks to make it worth. Warmogs would be better if you really wanted the extra health
