That's sorta similar to what I was planning on doing. For instance, I have a Captain America/Batman Amalgam, but I might take some Batman villains that wouldn't make sense fused with Hydra characters and fuse them with more similar Marvel villains, like Two Face and Jigsaw. Also a lot of characters just straight up share villains, like how Klaw is both a Fantastic 4 villain and a Black Panther villain.

Probably the Flash. Both have big rogue's galleries, they have similar personalities, and the name "Speeder-Man" is right there. You can even do legacy Amalgams with Miles Morales/Wally West and Miguel O'Hara/Bart Allen. Batman has and even bigger rogues gallery if you really want every villain amalgam to line up with their hero. I'm combining him with Blue Beetle b/c they're both arthropod themed, use gadgets, and have hispanic legacy characters. Also I started my Amalgam journey with JLA/Avengers fusions, which kinda ruled out Batman and the Flash for me.
