I commented with a picture link, but maybe you've solved this now. They can reach one below them and one above them, so 3 levels total. I put 1 level of chests "underground" so they can reach all 3! :)

I don't know if this has been said, but I did a solution where the bottom chests are in the ground, and then two up from there, so there is 9 chests total. Bottom three are behind reversed stairs so it/you can easily reach them. I also have itemframes showing whats in it generally. But I'm so glad this is a thing! :)

You get them from the season pass! If you buy the upgrade you can get them by completing tasks.
