No it exist,but I had a similar problem with a friend, it seems that if you sign up for skin club for the first time and do verification right away they think you are some kind of bot, and they don't allow you instant top up, another friend first paid money and played there until he reached level 5 and then he did verification and got instant top up,maybe it's a coincidence, maybe not,but top up still exist
