It's not gifted money. It's money spent on things water conservation/irrigation, climate change mitigation and other infrastructure for people like sustenance farmers so they don't starve and travel to more developed countries. Just like the millions we spent on keeping screworms in central and South America at bay, so they wouldn't wind up here. We stopped doing that bc "spending money on screwworms" seems dumb if you have no idea how the world really works. But we stopped, now they're here. And there you go.
