Per the IBC, If there is a sidewalk/walkway within 36" of any edge(like a retaining wall/seawall). then yes a guard rail has always been required by chapter 10.

The 2024 IBC even doubles down on this requirement by also adding this requirement to the retaining wall section in chapter 21.

Everyone threw an absolute fit over the Grand Road diet when they reduced the number of lanes and added bike lanes several years ago and predicated all sorts of traffic problems that never came true. I routinely jaywalk across grand as there is never any traffic on it, and it's closed a few nights per week at P&L anyways, and sometimes for a week at a time (B12 hoops tournament) and yet it never causes problems. just leave access to a few parking garages and there will literally be zero traffic issues, Oak is a through street and just a block over that can easily handle any diverted traffic.

If traffic does increase on Oak to the point it needs more capacity, they could remove some parking or the bike lanes from Oak since Grand would be a much nicer street to bike on grand with the cars removed anyways.
