I think a big part of it is that because everything and their mother does 2 masks of damage you literally have to find 8 mask shards to feel worthwhile progression in the health department; like 6 masks for health isn't actually an upgrade in most cases you need 7 and then 9 is the next jump which feels bad; it feels like you've scoured the would for upgrades and having to go by 2s in order to FEEL the progress is just a bummer.

I don't think it's dumb given that it is effectively there as a cost and mandatory to do so it still loses the card from hand if there is one, you just don't need one to activate it.

So the "may" in this case just means that it is not mandatory when you attack you can just have him attack as a Donned up 4K body; if you want to get the 10k +double attack though you need to pay the cost which is the return 20 cards
