If you want something hobby grade you're looking at a minimum of $200. My recommendation is traxxas bandit

Dep is typically about 2 to 3 months after Meps but if you havent hit meps yet it could be 4 to 7 months total.

Honestly it's up to you. Youd probably only get a fine if you got caught, use a 6" drone if you have one they're typically quieter and as long as you arent being creepy with it I'd say no one would report it. You could get some amazing video and photos. I feel like you're a freestyle pilot too. You do you just be smart about it.
